GENERAL DESCRIPTION:

 

The Housing Director oversees the operation of the Housing Department under the direction of Senior Management.   As part of the Housing Departments mandate, the incumbent is responsible for the overall management of Housings programs and services to ensure all Blood Tribe residence requirements are met. The Housing Director will be responsible for a number of tasks that include leadership contributions in the development of policies, long-term strategic plans, financial strategies, project management oversite, human resource strategies, and initiatives as identified by Senior Management and the Housing Committee. In addition, the Housing Director is responsible for developing short and long-term housing maintenance plans and improvement of existing housing as well as the establishment of future housing.  The Housing Director works collaboratively with the Housing Committee, Senior Management, Department of Indian Affairs, and Canada Mortgage and Housing Corporation to establish parameters and to obtain funding for the New Housing and Home Renovation/Improvement Programs.

 

This positon requires an incumbent with proven Senior Leadership experience with the ability to function at a high level both independently and collaboratively in the areas of leadership, strategy, budgeting, policy development, administration, evaluation, public relations, and communication. Must have the ability to establish and maintain positive working relationships with key internal and external stakeholders. In addition, must be knowledgeable in project management.

 

Duties and Responsibilities of this position include:

     Project Management

  1. Oversees the development of projects and budgets as projects are approved.
  2. Monitors project development and finalize according to the plan and budget.
  3. Ensures projects are within plan and budget, if not apply measures.
  4. Ensure project inspections are met according to funding requirements.
  5. Develop home maintenance plans.   
  6. Requests for bids/tender call.
  7. Oversees the maintenance of existing housing structures and the construction of new housing.
  8. Reviews application procedures to ensure that the Housing criteria is followed for various housing programs.
  9. Oversees new construction and renovation projects. 
  10. Evaluates project as completed to identify gaps.
  11. Prepares and presents to the Housing Committee monthly and annual project completion reports regarding various projects of the Housing Department.

Planning

  1. Works with the Housing Committee and Senior Management to develop and update budgets, policies, and procedures for the Housing Department.
  2. Participates in the on-going development of short-term, long-term goals, and objectives for the department. Developssolutions and recommendations for short-term and long-term housing needs.
  3. Forecasts future housing needs with the assistance of the Senior Management and key stakeholders. 
  4. Collaborates with keys stakeholders in the development of the Housing Community plan.
  5. Ensures regular staff meetings are conducted.
  6. Develops short and long-term maintenance plans.
  7. Develops and implements the capital replacement plan.
  8. Keeps informed of trends and new developments in the area of Housing. 
  9. Maintains continuous lines of communication between the Committee, Directors, Senior Management, Entity Managers and Community.
  10. Develops and implements appeal mechanism.
  11. Develops and implements the rent collection plan in collaboration with the Tenant Relations Officer and Housing Finance.
  12. Develop and maintain quarterly community communication plan. 

Operations and Management

  1. Oversees the efficient operation of all services provided by the Housing Department.
  2. Meets with or directs Band members in regards to housing concerns as required.
  3. Consults with the Policy Manager in regards to any legal contracts or contract disputes for the New Housing Program or home renovation/improvement programs.
  4. Works with the Human Resource Director to develop, explore and provide job specific training programs for Housing Department employees in order to improve efficiency and effectiveness.
  5. Develops and updates job descriptions in consultation with the Human Resource Director when necessary.
  6. Conducts annual staff evaluations.
  7. Hires, dismisses, and disciplines employees of the Housing Department in consultation with the Human Resource Director.
  8. Promotes a culture of high performance and continuous improvement that values learning and a commitment to quality.
  9. Fosters a positive work environment that retains and supports quality staff. 
  10. Ensures Housing staff adhere to Blood Tribe Administration Personnel Policy Manual.
  11. Reviews and approves bi-weekly payroll.
  12. Attends Committee and Chief and Council meetings as requested.
  13. Informs Chief and Council of department activities during new council orientation.
  14. Utilizes technical reports for decision making purposes.
  15. Delegates tasks to Housing staff accordingly.
  16. Meets with the Housing Committee on a monthly basis, or as required, to report finances and projects status. 
  17. Collaborates with various Departments and Entities to promote health and safety of the community.
  18. Performs all duties and responsibilities in accordance with the Blood Tribe Administration and Housing Policies and Procedures with an understanding of the principles laid out in the Blood Tribe Master Plan, Chief and Council strategic plan, and the Indian Act

Financial Management:

  1. Adheres to the Blood Tribe Financial Code (2008) and operates accordingly.
  2. Consults with the Finance Department for the purpose of insurance requirements.
  3. Develops and updates annual list of Housing inventory. 
  4. Develops annual new home construction, residential adaption assistance program, home renovation/improvement, and other project budgets in consultation with the Accountant and Project Manager, including objectives and work plans.
  5. Reviews and approves monthly and annual reports prepared by the Accountant regarding various aspects of the Housing Department for submission to the Senior Management.
  6. Approves expenditures and signs cheques on a bi-weekly basis in relation to approved expenditures according to the approved Housing budget and completed inspections.
  7. Reviews financial statements to make informed decisions.
  8. Meets with Housing finance staff and managers monthly to review Housing financial statements.
  9. Reports monthly financial statements to the Housing and Finance Committee and Finance Department.
  10. Develops and implements a deficit recovery plan.
  11. Reviews monthly housing rental payments with the Tenant Relations Officers and Housing Finance.
  12. Develops and implements replacement reserve plan.  
  13. Maintains contact regarding funding from external funding sources such as INAC, CMHC, the Provincial Government, and other financial institutions.
  14. Complies with Blood Tribe Co-Management and Review process as required.

  • Must have the ability to establish and maintain positive working relationships with supervisors, subordinates & the general public.
    • Knowledge of comprehension housing planning, housing mortgage, and financing experience.
    • Knowledge of the CMHC programs offered to First Nations.
    • Ability to make formal and persuasive presentations to various groups.
    • Knowledgeable with Blackfoot culture and language.
    • Ability to deal effectively with demanding situations and designs and implements interventions.
    • Ability to resolve conflict.
    • Ability to manage continuity, change and transition.

 


Qualifications

  

Qualifications and Experience:

 

  • Must have a Bachelor of Management Degree with a minimum of five (5) years senior management experience in the related field or a combination of relevant education and experience may be considered.
  • Working knowledge of project management, housing inspection, comprehensive housing planning and housing mortgage and financing experience.
  • Knowledgeable with Blackfoot culture and language.
  • Knowledge of Human Resource and Financial principles.
  • Proven experience in a Senior Management role in the areas of budgeting and strategic planning.
  • Must have a valid Class 5 driver’s license and a reliable mode of transportation.
  • Clear Criminal Record Check.
