GENERAL DESCRIPTION:

 

The Communications and Community Engagement (C&CE) Communications Officers support the C&CE Director to assure quality and value in strategic communications and engagement activities.  The Communications Officers are integral in liaising with and providing support to assigned Departments and/or Entities to implement their communications strategies, which form an integral part of the C&CE Department’s Strategic Communications Plan.  The Communications Officers also build media relations in support of the consistent brand and identity of the Blood Tribe and its communications activities.  They also provide advice, tools, and guidance to assigned Departments and/or Entities, acting as a resource in support of their communications and engagement activities, which address Department/Entity communications’ priorities.

 

ORGANIZATIONAL RELATIONSHIPS:

 

  • The Communications Officers report to the Communications and Community Engagement (C&CE) Director and liaise with and support Department and Entity Directors and personnel as assigned.  Each Communications Officer is assigned Department(s) and/or Entity(s) as part of a portfolio of responsibility, for which liaison and support occurs.

  • Positions which report to the Communications Officers include:

MAJOR DUTIES AND RESPONSIBILITIES:

 

  • Performs all duties and responsibilities in accordance with the Blood Tribe Administration Personnel Policies and Procedures and Communication Polices.

 

  • Consults with Blood Tribe Entities and Departments as assigned and provides input to the C&CE Director for incorporation into the Blood Tribe’s annual Strategic Communications Plan.

 

  • Implements the annual Strategic Communications Work Plan as it relates to communications and community engagement, with respect to the Entities and Departments in the portfolio.

 

  • Liaises with assigned Departments/Entities to ensure two-way, steady flow of information, positioning C&CE Department as a central channel of communication between the Tribe and its stakeholders and keeping them aware of the Blood Tribe’s position, policies and actions as appropriate.
  • Researches, consults, develops, writes, edits a brief Communications Strategy for the Entities and Departments in the portfolio, ensuring consistent brand and identity.

 

  • Develops a Communications Work Plan for each Entity and/or Department in the portfolio, upon approval of strategy by the C&CE Director and appropriate Department/Entity Director.

 

  • Supports the C&CE Director in building relations with print, broadcast and electronic media by developing an alert system to prepare communication issues sheets, media lines, and anticipated media questions and answers so Chief and Council, Senior Executive Officer, and Department/Entity Directors can respond effectively when required.

 

  • Initiates and approves accurate letters to the editor; initiates and directs the development, approval and distribution of accurate, proactive and timely news stories and releases and media kits; organizes and conducts news conferences when assigned; and supports the creation and development of media templates to educate and mentor staff in the portfolio.

 

  • Proactively plans, coordinates in a timely fashion events for the Entities and Departments in the portfolio. 

 

  • Takes photographs for the C&CE Library, while attending events and as appropriate.

 

  • When directed engages community members within their portfolios using various techniques, seeking their opinions, analyzing the data collected, and preparing a report for management of the Department or Entity and the C&CE Director.

 

  • When directed reports on production costs, produces or manages the production of and distributes various communications and engagement tools such as advertisements; audio-visuals such as banners, displays, signage, and audio scripts and videos; brochures; fact sheets; manuals; newsletters; reports; and speeches in the portfolio. 

 

  • Provides input into the Communications Policies, Procedures and Manuals to ensure that that this material is up-to-date and effective and shares these with the Departments/Entities in the portfolio.

 

  • Acts as a resource to educate Blood Tribe staff in the portfolio on the objectives, principles and the effectiveness of good communications and community engagement.

 

  • Supports the implementation of the budget for the C&CE Department and provides monthly financial reports on their work plans for portfolio.

 

  • Supports the development and implementation of a presentation, speech and speaking note system to prepare Chief and Council, Senior Executive Officer and Department/Entity Directors and other personnel to make presentations and speeches that resonate with the target audience.

 

  • Supports the development of a Risk Communications Manual for the Blood Tribe by liaising with the Departments/Entities in the portfolio.

 

  • Reviews the media clipping package social media package and alerts the Departments/Entities in the portfolio of potential emerging issues.

 

  • Works with portfolio Department/Entity personnel to prepare and obtain approval for material to be placed on the website.

 

  • Prepares templates for documents such as Briefing Note for Chief and Council, Briefing Note for Senior Executive Officer, Message Event Proposal, Meeting Scenario Note, New Request for Information and Urgent Request for Information to be used to inform and/or gain approval from the CC&CE Director, Senior Executive Officer and appropriate Department/Entity Directors and personnel.

 

  • Develops and supports the use of various communication tools.

 

  • Works with the staff of the C&CE Director to establish effective and efficient administration practices and procedures.

 

  • Travels when required to attend various functions and events.

 

 

 

NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

 

Knowledge

  • First Nation issues, and Indigenous issues in general.
  • How the Governments of Canada and Alberta operate as it pertains to First Nations.
  • General principles of communications and specifically producing audio-visual products, graphic design, photography, publishing, social media and websites.
  • Current trends and developments in communications techniques including social and new media.
  • Change management practices.

Abilities and Skills

  • Must be able to analyze complex issues and information, identify the communications implications, provide strategic communications advice and adapt materials to a variety of target audiences.
  • Must be able to research complex subjects and translate technical writing into plain language.
  • Must be able to effectively plan and manage projects jointly with multiple files and projects within a rapidly changing environment.
  • Must be able to develop, implement communications strategies and projects.
  • Must be able to communicate effectively both orally and in writing.
  • Must have strong presentation skills.
  • Must have excellent organizational skills and the ability to meet deadlines.

Qualifications

  

NECESSARY TRAINING AND EXPERIENCE:

 

  • Must have a Diploma in Communications, Public Relations or Journalism, with a minimum of three (3) years’ experience working in the field of Corporate Communications or Communications.
  • A combination of relevant education and experience may be considered.
  • Knowledgeable of Blackfoot culture, protocol, and language.
  • Knowledgeable of First Nation community issues and trends.
  • Must have a valid Class 5 driver’s license and a reliable mode of transportation.
  • Must be willing and able to work overtime and irregular hours, often on short notice. Must be willing and able to travel.

 

In addition to the above, a minimum of three years’ experience in the following is required:

  • Providing strategic and practical communications advice to management.
  • Representing an organization with various stakeholders.
  • Developing and implementing department wide communications strategies, plans and products and major communications projects and/or events
  • Producing anticipated questions and answers for media relations, communications issue sheets, media lines and occasionally serving as a spokesperson for a department or entity.
  • Advertising, managing issues/crises, marketing, environmental scanning, conducting public opinion research, and producing products in audio-visual, publishing (electronic and print), speechwriting, social media and website development.
  • Researching, writing, editing and approving various types of briefing notes and reports.
