Job Description

GENERAL DESCRIPTION:

 

The Project Manager coordinates the New House Construction Projects, Canada Mortgage Housing Corporation (CMHC) Renovation Projects, Housing Renovation Projects and develops effective ways to provide and maintain housing for the Blood Tribe membership.  The Project Manager ensures that the New House Construction Project, Canada Mortgage Housing Corporation (CMHC) Renovation Projects, Housing Renovation Projects, meets a predetermined schedule and a predetermined budget.  The Project Manager ensures that all work orders from the Housing Director are completed.  The incumbent coordinates schedules and supervises crews of workers to obtain the necessary expertise for each job or work order, ensuring that the work meets the following codes and specifications:  Alberta Building Codes, National Building Codes and Blood Tribe Housing Specifications.

 

ORGANIZATIONAL RELATIONSHIPS:

 

  • Reports directly to the Housing Director.

 

AREA OF SUPERVISION:

 

  • Positions that generally report to the Project Manager – New House Construction include:             Contractors

                              

MAJOR DUTIES AND RESPONSIBILITIES:

 

  • Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures and the Housing Department Operations Manual.

 

  • Researches New Housing Construction methods on a continuous basis.

 

  • Researches the needs and circumstances of Blood Tribe members in-regards to New House applications and selections.

 

  • Ensures that all equipment and supplies are on the job site when required.

 

  • Negotiates prices and terms with all trades (contractors) and suppliers.

 

  • Supervises the trades people ensuring their work meets the standards of the Building Code of Canada and is completed within the specified time period and budget.

 

  • Ensures, with the approval of the Housing Director, that the best quality materials are utilized and brings forward directives to ensure units are sustainable.

 

  • Develops and presents proposals on alternative types of housing, alternative construction methods such as stick or packaging to Housing Director for approval.

 

  • Monitors the New Housing Construction andHome Renovation/Improvement Programs reassessing as necessary, due to weather patterns, construction changes and the number of workers required.

 

  • Draws and revises blueprints of houses to be built by the Housing Department in accordance with the Alberta Building Code and CMHC.

 

  • Negotiates contract with contractors and evaluates work and takes corrective action during the entire contract.

 

  • Approves the work orders and estimates related to home improvement work orders and new home construction.

 

  • Hires contractors for new home construction and home improvement projects and supervises their work on each project.

 

  • Develops an itemized contract, which includes detailed specifications and a price breakdown for each project within New House Construction.

 

  • Ensures that all new housing construction projects are within budget and meet pre-specified timelines at each phase through periodic consultation with contractors, purchasing, shipping/receiving, and other related parties.

 

  • Ensures that contracting evaluations and files are meticulously updated and copies of all evaluations are submitted to the Housing Director.

 

  • Approves all purchase order requisitions and all cheque requisitions for new housing construction and home/improvements.

 

  • Attends weekly Cash Flow meetings with the Housing Director and Accountant.

 

  • Hires, disciplines, and dismisses contractors after consulting with the Housing Director.

 

  • Prepares and submits monthly reports to the Housing Director and Housing Committee.

 

  • Ensure accurate job costing per unit/project are correctly coded and posted.

 

  • Reviews monthly job costing and reporting per month, per project.

 

 

 

NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

 

  • Must understand the Building Codes that apply to each trade (plumbing, gas fitting, electrical, water & sewer and carpentry) and ensure that each trade complies.

 

  • Must be innovative and insightful in solving problems and developing new ways to complete programs.

 

  • Must possess an excellent knowledge of building codes and building construction.

 

  • Must have excellent supervisory and negotiation skills.

 

  • Must have excellent analytical and organizational skills and abilities.

 

  • Must possess excellent interpersonal and administrative skills.

 

  • Should possess a good understanding of the operation of government agencies such as Canada Mortgage and Housing Corporation, Indian Affairs and Health Canada.

 

  • Should possess a good understanding of Native Culture and issues.

 

  • An ability to communicate in Blackfoot is an asset.

 


Qualifications

NECESSARY TRAINING AND EXPERIENCE:

 

 

  • Post-Secondary Education in Business, Construction Technology, Project Management, Architecture, Civil Engineering or a related field.
  • Minimum 5 years of work experience in project management and managing projects throughout their lifecycle. In addition, must have extensive experience in the construction industry.
  • A combination of education and experience may be considered
  • Project management certification, or working towards, considered an asset.
  • Must have a valid driver’s license and a reliable mode of transportation
  • Must submit an updated Criminal Record Check
