GENERAL DESCRIPTION:

Under the direction of the Housing Director and Housing Relations Supervisor, the Housing Relations Officer is responsible for the collection of rent/housing payments and addressing housing concerns from tenants and homeowners. The incumbent will interview tenants and homeowners in arranging for rent collection and other housing requests. The HRO is responsible for establishing and maintaining positive relations with tenants to ensure effective communication between Housing and tenants to promote home maintenance and quality Housing services. The incumbent must also be prepared to report to the Housing Director and/or Housing Committee when required.

 

ORGANIZATIONAL RELATIONSHIPS:

  • Reports directly to the Housing Relations Officer Supervisor

 

AREA OF SUPERVISION:

  • Positions that generally report to the Housing Relations Officer:
    • NONE

                              

MAJOR DUTIES AND RESPONSIBILITIES:

  • Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures and the Housing Department Operations Manual.
  • Work closely in a team-oriented environment.
  • Must be able to work with or without supervision.
  • Proficient in providing reports to the Housing Relations Officer Supervisor, Housing Director, Housing Committee and/or Chief and Council.
  • Must produce concise, accurate and timely reports as requested by the Housing Relation Officer Supervisor and Housing Director.
  • Negotiate rent collection efforts and perform job requirements in a timely manner.
  • Reviews and respond to all incoming calls related to the collection of rent and/or housing concerns.
  • Ensure that proper, factual and timely information is presented to the homeowners and rental unit occupants.
  • Must be flexible in dealing with homeowners and rental unit occupants in the collection of rent, renovation requests and other housing concerns.
  • Must meet regularly and consistently with homeowners and rental unit occupants in establishing positive communication and relationships.
  • Ensure community members understands the eligibility and application process with potential tenants.
  • Receives and processes applications for housing units.
  • Once a tenant is chosen for a unit the HRO will ensure the following is completed:
    • Meets with the new tenant to review the rental deduction process
    • Ensures all the applicable forms and agreements are completed and signed
    • Conducts a walk through with the tenants of the unit being occupied and documenting any damages to the unit and contacting repairs and maintenance for any repairs required.
  • The HRO will respond to tenants’ requests and problems in a timely and efficient manner.
  • Ensures tenants files are created and maintained in accordance with applicable privacy legislation and housing policies. In addition, records all communication in regard to tenants concerns and follow-up.
  • The HRO will communicate with Social Development for rent payments.
  • Ensures all tenants receive monthly rent invoices and statements.
  • Meets with Housing Finance monthly to review and reconcile rent invoices.
  • Completes any other duties as assigned.

 

NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

  • Must have excellent interpersonal skills.
  • Professionalism in nature in daily contact and interactions with co-workers, Blood Tribe Administration employers, employees, Chief and Council, and with the public.
  • Must have the ability to understand the Blackfoot language and/or communicate.
  • Must have excellent organizational skills.
  • Must have working knowledge with CMHC requirements and any housing and rentals policies.
  • Must be able to produce concise, clear, accurate and timely reports.
  • Must be highly proficient with the latest Computer Software Systems and data base systems.
  • Must be a Team Player.

 

  • Must be able to handle their time wisely.

Qualifications

NECESSARY TRAINING AND EXPERIENCE:

  • The ideal candidate must have a Business Administration Diploma or Human Services Diploma with three years related experience.
  • A combination of relevant education and experience may be considered.
  • Must Submit an updated Criminal Record Check
  • Must have a valid driver’s license with a reliable mode of transportation.
