Job Description
GENERAL DESCRIPTION:
The Agricultural Field Technician administers, in conjunction with the Indigenous Services Canada (ISC), to ensure all relevant permits governing land use activities on the Blood Indian Reserve are in compliance with applicable federal, tribal and provincial statutes and regulations. The incumbent is primarily responsible for assisting the Agriculture Services Manager in monitoring all dryland, irrigated and livestock grazing areas (pastures) on the Blood Indian Reserve, assisting with the completion of appropriate range, water and fencing assessments of all fields on the Blood Reserve throughout the grazing season, documenting and reporting field activities, entering relevant field data into the Customer Relationship Management (CRM), responding to complaints and incidents pertaining to agriculture and livestock grazing and production of the Blood Indian Reserve and maintaining communication with appropriate federal, provincial and tribal agencies and permitee’s as required.
ORGANIZATIONAL RELATIONSHIPS:
- Reports directly to the Agriculture Services Manager.
AREA OF SUPERVISION:
- Positions that report directly to the Agricultural Field Technicians include:

MAJOR DUTIES AND RESPONSIBILITIES:

Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures and the Land Management Department Policy Manual.

Conducts field inspections prior to land use in order to ensure proper use by land occupants.

Performs mid-season inspection of land to ensure proper farming techniques are being utilized.

Conducts check of land after harvest to ensure that field operations are in accordance with permit.

Ensures that the Permittee fill out a Seeded Report at the beginning of the crop year and in September indicating the number of acres seeded into crop and type of crop yield.

Ensures that Permittees submit crop reports after the year’s harvest is completed indicating crop yield.

Assess soil condition and provides advice as required in order to maintain or improve condition.

Checks condition of fence lines and reports to Agriculture Services Manager and land occupant.

Assists the Agriculture Services Manager in reviewing crop reports to land users.

Acts as a resource person for Permittee in the area of crop fertilization, weed control, and soil conservation.

Enters data collected in the field into database accurately and in a timely fashion.

Ensures the Equipment Declaration form for each permittee is completed.

Responsible for the assessment of grassland to assist land occupant in developing a range and grazing management plan.

Assists the Livestock Control Officer with the maintenance of records in respect to confirmation of brands and sales permits.

Performs grazing permit compliance checks in conjunction with Agriculture Services Manager.

Assists land occupants in the development of grassland conservation plans.

Assists the Invasive Plant Technicians with implementation of Invasive Plant Control Program.

Assists in monitoring carrying capabilities within a parcel of land.

Responsible for reviewing and entering appropriate data into the BTLM CRM System (CRM) as it pertains to livestock permit documentation, grassland carrying capacities, dry-land and forage parcels and other information as required in determining the best methods of sustainability in managing our lands.

Prepares and submits bi-weekly activity reports to the Agriculture Service Manager.

Performs Rangeland Health Assessments on all grassland parcels and assists the land occupant with the implementation and monitoring of a range and grazing management plan.

Performs crop assessments on dry land and forage parcels and assists land occupants with the monitoring of crop.

Performs livestock field checks to ensure cattle are branded and registered with the Regulatory Services Branch of the Department of Agriculture.

Performs grazing compliance checks in conjunction with Agriculture Services Manager.

Assists the Livestock Control Officers in the enforcement of the Stray Livestock Bylaw on the Blood Reserve as required.
NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:
-
Must possess knowledge in the theory and practice of sustainable livestock grazing and production and range management and knowledge of agriculture production in general.

Must have knowledge of the administration and permitting process and applicable federal, tribal and provincial statutes and regulations governing the use and disposition of First Nation lands and resources in Canada.

Must possess excellent verbal and technical writing communication skills.

Must be a team player and able to work as part of a team.

Must possess a high level of organizational and record keeping skills.

Must be able to carry out duties and responsibilities promptly and courteously and maintain professionalism at all times.

Must possess excellent working knowledge of current computer hardware and software including word processing, spreadsheets, databases and web browsers.

Must be highly motivated with excellent initiative and an ability to work independently.

Knowledge of the Blackfoot culture and an ability to communicate in the Blackfoot language would be an asset.

Must possess a valid Class 5 Alberta Driver’s License and a reliable mode of transportation.
Qualifications
NECESSARY TRAINING AND EXPERIENCE:
-
The Ideal Candidate must have a two-year post secondary diploma specializing in Animal Sciences, Animal Health Technology, Agriculture Technology, and Agriculture Production & Management, General Agriculture with a minimum of two years related work experience.

A combination of education and experience maybe considered
-
Must have a Valid Driver’s License and a reliable mode of transportation and must submit an updated drivers abstract.
