Job Description
GENERAL DESCRIPTION:
The Senior Executive Officer (SEO) works collaboratively with Blood Tribe Chief and Council (Council), the Senior Finance Officer (SFO), Senior Operations Officer (SOO), and Department Directors to ensure that all Council directives are carried out effectively and efficiently. The SEO acts as the liaison between Council and Blood Tribe Entities to ensure uniform development in keeping with Council’s vision, mandate and Kainai values/Kainayssini and adherence to Blood Tribe laws, and financial management policies and processes.
The SEO reports directly to Council and is responsible for the overall operation and management of BTA programs and services to ensure alignment with Council’s vision, mission, and Kainai values/Kainayssini. The SEO is responsible for providing leadership to SOO and BTA Directors in the development of policies, long-term strategic plans, financial management strategies, human resource strategies, and developmental initiatives as identified by Council. In addition, the SEO will be responsible for all corporate and legal matters pertaining to the Council and the operations of BTA.
Reporting Relationships
The SEO reports directly to the Chief and Council and is responsible for the leadership, mentoring, and supervision of the following positions:

Duties and Responsibilities of this position include:
Personnel Management:
-
Adhering to the human resources policies, procedures and practices of the Blood Tribe Administration.

Carrying out annual performance evaluations for subordinates: addressing performance concerns in a timely manner.
-
Hires, dismisses, and disciplines subordinates in consultation with the Human Resource Director.
-
Ensures subordinates adhere to Blood Tribe Administration Personnel Policy Manual.
-
Ensures a work environment that recruits, retains and supports quality staff.
-
Ensure subordinates receive appropriate training and development.
-
Reviews and approves subordinates bi-weekly payroll.
-
Promotes a culture of high performance and continuous improvement that values learning and a commitment to quality.
Planning
-
Responsible for providing leadership to BTA Directors in the development of policies, long-term strategic plans, financial management strategies, human resource strategies, and developmental initiatives as identified by Council.

Ensures BTA Departments programs and activities align with Blood Tribe Chief and Councils values, mission, vision, and short- and long-term goals.

Identifies problems and opportunities in collaboration with SOO and Department Directors and addresses them; brings those which are appropriate to Chief and Council; and facilitates discussion and deliberation.

Assists in the development and makes recommendations on annual budgets and operating plans to support the SOO’s and Department Directors.

Assists in the Negotiation of contracts and ensures they carried out efficiently.
-
Assists with the development and implementation of new BTA programs and services.
-
Evaluates programs within BTA to identify areas that require improvement.
-
Assists SOO’s and Department Directors with funding proposals.
-
Maintains continuous lines of communication keeping Chief and Council informed of BTA programs and services.
-
Works in collaboration with the Communications Department to develop and maintain a communication plan for the community.
-
Ensures that all capital developments on the Blood Reserve including Department and Entity Capital Projects are coordinated and meet the immediate priorities and needs.
-
Assist with the Capital Planning Budget and ensures that expenditures are within limits established in the budget (subject to final approval by Chief and Council).
Operations and Management
-
In consultation with the Tribal Government Director stays current with federal, provincial and First Nation political and legal issues as well as federal, provincial laws and policies, and be cognizant of their impact on Blood Tribe interests.

Oversees the efficient operation of all services provided by the Blood Tribe Administration.
-
Ensures the delivery of quality services to Blood Tribe members and directs public inquiries to the appropriate department.
-
Ensures agendas and materials are prepared for Chief and Council meetings.
-
Ensures monthly Director meetings are held in collaboration with the SOO’s.
-
Responds to concerns and issues raised by SOO’s and Department Directors in a timely, efficient and fair manner.
-
Responsible for all corporate and legal matters pertaining to the Council and the operations of BTA.
-
Meets with SOO’s and Department Directors on a regular basis.
-
Works with the Human Resource Director to develop, explore and provide job specific training programs for BTA staff in order to improve efficiency and effectiveness.
-
Develops and updates subordinates job descriptions in consultation with the Human Resource Director when necessary.
-
Attends all Chief and Council meetings.
-
Attends Committee meetings as requested.
-
Assists SOO’s and Department Directors with financial, legislative, and strategic planning.
-
Ensures SOO’s and Department Directors reports are completed and presented to Chief and Council as required.
-
Ensures the community is informed of Council and Administration response to community needs.
-
Maintains proper communication with federal and provincial government officials with respect to the Blood Tribe’s interests and any funding or contractual agreements.
-
Assures program quality and organizational stability through development and implementation of standards and controls, systems and procedures, and regular evaluations.

Acts as the liaison between Council and Blood Tribe Entities to ensure uniform development in keeping with Council’s vision, mandate and values and adherence to Blood Tribe laws, and financial management policies and processes
-
Undertaking other assignments as required.
Financial Management:
-
Adheres to the Blood Tribe Financial Code (2024) and operates accordingly.
-
In conjunction with the SFO:
-
Oversees the financial activities of the departments and entities, including budgeting, reporting and audits.
-
Participates in the development and preparation of the short-term and long-term plans and budgets based on BTA Departments goals and objectives.
-
Approves statements, monthly reports and budgets.
-
Ensures that the preparation of all Administration department budgets are completed in a timely manner in keeping with the Blood Tribe budgeting process.

Ensures operations are running efficiently to achieve budgeted results and other financial criteria.
-
Ensures budgets are based on departmental goals, objectives and mandate and addresses concerns.
-
Ensures support and monitoring of financial matters addressed in the sub agreements.
Necessary Knowledge, Skills & Abilities:
KNOWLEDGE

Must have working knowledge of First Nations governance.
-
Knowledge of management principles involved in strategic planning, human resources, leadership, and coordination of people and resources.

Knowledgeable of Blackfoot culture, protocol, and language is an asset. Must be dedicated to learning more about Blackfoot culture, protocols and language.

Knowledge of financial principles.

Strong research and program development skills.

Proficient with Microsoft Office Suite.

Qualifications
EDUCATION AND EXPERIENCE:
-
Master’s Degree in Business, Public Administration, or a related field with a minimum of four (4) years’ experience at the senior management level working with a First Nations organization in the areas of administration, budgeting, planning, and strategic processes; or
-
Bachelor’s Degree in Management, Business Administration, Commerce, or equivalent education with a minimum of six (6) years’ experience at the senior management level working with a First Nations organization in the areas of administration, budgeting, planning and strategic processes.

A combination of relevant education and experience may be considered.

Must have working knowledge of First Nations governance.
-
Knowledge of Blackfoot culture, protocol, and language is considered an asset.
-
Knowledge of federal, provincial, and regional government laws, policies, programs, and services.
-
Knowledge of federal and provincial political and legal issues and their impact on First Nations.
-
Strong writing skills, including the ability to draft reports, presentations, policies, and contracts.
-
Effective public relations and public speaking skills.
-
Knowledge of Human Resource and Financial principles.
-
Must have the ability to travel.
-
Must be willing to work flexible hours to meet the needs of Blood Tribe Chief and Council.

Must have a valid Class 5 driver’s license and a reliable mode of transportation.
