Job Description
GENERAL DESCRIPTION:
Under the direction of the Housing Director the Accountant oversees the finances of the Housing Department and reports all activities on a monthly and annual basis to the Blood Tribe Administration and the Blood Tribe Finance & Housing Department Committees. The incumbent performs the accounting functions for the Department with the assistance of accounting support staff, including preparation of the annual Department budget, monthly financial statements including cash-flow, accounts receivable and accounts payable transactions. The Accountant assists the Housing Department and auditors with the annual audit.

MAJOR DUTIES AND RESPONSIBILITIES:

Performs all duties and responsibilities in accordance with Blood Tribe Administration and Housing Policies and Procedures, the Blood Tribe Financial Bylaw and Generally Accepted Accounting Principles (GAAP).

Ensures accounting functions for the Blood Tribe Housing Department such as budgets and amendments, financial statements, bank reconciliations, cash flow statements and journal vouchers are completed appropriately in accordance with the Department budget on a weekly, monthly and annual basis, with the assistance of the accounting support staff.

Ensures that all Department financial records are accurate and current.

Supervises and ensures all transactions and reconciliations for the following Housing Department Bank Accounts are processed and documented in accordance with GAAP and the Blood Tribe Financial Bylaw in a timely manner, with the assistance of the accounting support staff:

Monitors the budget through preparation and analysis of monthly financial statements and reports appropriately to the Department Director and Senior Finance Officer of Blood Tribe Finance.

Supervises control of the disbursements and receipts of all Housing Department Accounts.

Assists the Department by coordinating preparation of the Annual Budget for submission, approval and amendments.

Supervises Department preparation for the annual audit by ensuring all account transactions and documents are filed appropriately and all working papers are completed, with the assistance of the accounting support staff.

Ensures that all monthly financial statements, including trial balances and variance reports are forwarded to the Senior Finance Office the Housing Director by the 10-working day of each month.

Ensures that Department variance reports are updated and submitted two days prior to the monthly Housing Committee Meeting. – Updates the financial status of the Projects and Programs within the Housing Department.

Supervises the day-to-day activities of the Accounts Clerks and ensures routine responsibilities are completed in accordance with the accounting cycle on a regular basis.

Completes monthly bank reconciliations

Assists the Department in conducting annual performance evaluations of accounting staff and provides appropriate recommendations to the Housing Director.

Assists the Department from time-to-time with other relevant office tasks as delegated by the Department Director, in times of crisis and when support staff is on leave.

Must be able to work overtime and outside of regular office hours as required from time-to-time.

Performs other duties as delegated by the Housing Director and Senior Finance Officer.
NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

Must possess excellent financial accounting skills and a thorough knowledge of Generally Accepted Accounting Principles (GAAP).

Must possess a working knowledge of relevant computer software including ACCPAC (SAGE 300), word processing, spreadsheet and database software.

Must be prompt, professional, highly motivated and able to work independently with excellent initiative.

Must possess excellent verbal and written communication skills.

Must have supervisory experience.
-
Must be knowledgeable of CMHC, INAC & Financial Institutions.

Must possess efficient and responsible supervisory skills.
-
Must be diplomatic and possess good interpersonal skills.
-
Must be motivated to seek accuracy at all times.
-
An ability to communicate in Blackfoot and knowledge of the Blackfoot Culture would be considered an asset.
Qualifications
NECESSARY TRAINING AND EXPERIENCE:
-
Must possess a Bachelor of Management Degree majoring in Finance or Accounting and a minimum of five years accounting experience and 3 years supervisory experience.

A combination of relevant education and experience may be considered.

CPA designation would be considered an asset.

Must possess strong knowledge of financial management, accounting principles and standards.

Experience working with SAGE 300 accounting software.

Must have a valid Driver’s License
-
