Job Description
GENERAL DESCRIPTION
The Case Manager interviews members of the Blood Tribe and others residing on the Reserve, who are receiving or applying for social assistance, to evaluate and assist them in meeting their immediate basic needs of food, shelter and clothing, as required. The incumbent continues to work with and counsel clients in order to assist them to reach their personal goals, to improve their quality of life and to end their dependence on social assistance.
ORGANIZATIONAL RELATIONSHIPS:

Reports directly to the Income Assistance Supervisor.

Maintains excellent working relations with the other Case Managers and other social agencies.

Works in cooperation with the Blood Tribe Police on matters of child abuse and family violence encountered, if required.

Works with other internal and external agencies, such as Blood Tribe Housing, Children’s Services and Treatment Centers
MAJOR DUTIES AND RESPONSIBILITIES:

Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures and the Blood Tribe Social Development Policy Manual.

Interviews clients seeking financial assistance on scheduled interview days to assess their basic needs and authorize issuance of social assistance according to the rates specified in Social Assistance Manual, emergency assistance, continuing assistance, special needs for necessary purchase of furniture or appliances or, budget deficit assistance for employed clients unable to meet all basic needs with their income.

Performs home visits to investigate the economic conditions of a new client, to reassess and discuss the basic needs of clients on continuing assistance, to evaluate the need for requested Special Needs assistance, and to maintain contact with clientele.

Assist clients to identify personal goals and develop plans to achieve those goals to end their dependence on social assistance and to improve their quality of life through initiatives such as gaining employment, returning to school or seeking treatment for alcohol or drug addictions or counselling for other social problems

Refer individuals to other agencies where they can receive necessary assistance and support such as treatment centers, marital counsellors, or mental health services.

Occasionally contacts other social service agencies throughout Alberta, Canada and the United States to verify information given by clients.

Communicate swith various internal and external agencies such as other Blood Tribe Administration Departments, Housing, St.Paul's Treatment Centre and Alberta Human Resources and Employment to advocate for the needs and concerns of clients.

Interviews with clients for emergency assistance and personal crises counselling.

Complete budget and decision form explaining details and justifications for any bills to be paid or social assistance cheques to be issued to clients; enters data following daily interviews and monthly to verify pay lists (posting).

Update individual client running records with information and changes as learned during an interview; investigate and verify client information to ensure records are accurate and up-to date.

Assist clients with budgeting their finances.

Calculates rates and terms of deductions from a client's social assistance to repay overpayments incurred from necessary deposits or from exceeding the allotted emergency funds.

Leads or assists in the planning and delivery of workshops to address identified broader client needs

Leads or assist in the delivery or administration of special projects or initiatives designed to assist clients and families become more independent or improve well-being.

Participate in case conferences with other Case Managers and other helping agencies, such as Kainai Children's Services and BTA Housing, to discuss and provide suggestions and advice regarding difficult cases.

Serves as On-Call for emergencies and disaster services after business hours, if required.

Assists in the coordination and delivery of emergency and disaster relief efforts.

Assist other Case Managers by covering caseloads during their absence.

Attends staff meetings, periodic workshops, committee meetings, and interagency meetings.

Prepares letters, memos, client tax returns, and other correspondence; sets up and maintains files.

Occasionally transports clients to appointments when no other form of transportation is available.

Assuming role of Casework Supervisor when assigned.

Assists in training new Case Managers.

Operates telephone, photocopier, personal computer and other standard office equipment.

Performs other related duties.
WORKING CONDITIONS
-
Meetings with clients can be emotionally charged as individuals are often anxious, agitated, or fearful.
-
Verbal abuse occurs frequently and threats of physical abuse occur occasionally.
-
Home visits often involve travel on poor roads and during inclement weather; the potential for dog bites and encounters with impaired clients is often present.
-
Some clients live in homes that are dilapidated and/or unsanitary and may present physical risk.
-
Must deal with individuals with illness and addiction issues on a regular basis.

Due to the size of the community, incumbents frequently encounter clients during non-work hours. Clients or their family members may approach the incumbent and request services.
NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

Must be supportive, honest, empathetic and non-judgmental.

Must possess excellent interpersonal, listening and counselling skills.
-
Must be able to maintain confidentiality over personal issues and information.
-
Must have the ability to deal with upset and difficult clients.
-
Must have good verbal and written communication skills.
-
Must have a good understanding of mathematical and budgeting procedures and be knowledgeable of computers and their applications.

Must be able to use and maintain competence with in-house financial system.

Must be very knowledgeable with the latest computer program and have excellent database and word processing skills.

Must be highly motivated and able to work independently, must also prioritize work as required.

Must be able to operate standard office machines.

Some fluency to communicatein the Blackfoot Language an asset.

Must possess a good understanding of Blackfoot culture and issues.
Qualifications
NECESSARY TRAINING AND EXPERIENCE:
-
Must have a Social Work Degree with three years related experience or a Social Work Diploma and a minimum of 5 years related experience.

A combination of education and experience may be considered.

You must possess a valid class 5 driver's license and reliable transportation.

Must submit an updated Criminal Record Check and a Vulnerable Sector Check are required.
