Job Description

GENERAL DESCRIPTION:

The Family and Community Support Services (FCSS) Director provides overall leadership, direction, and administration for a wide range of community-based programs and services. This role is responsible for overseeing departmental operations, managing budgets, supporting program development, and ensuring services are delivered efficiently and effectively to meet community needs.

 

The Director works collaboratively with Senior Management, Committee, BTA Directors, FCSS staff, community partners, and stakeholders to support the successful delivery of programs such as family support services, community initiatives, food security programs, childcare services, and special projects. The ideal candidate will demonstrate strong leadership, organizational, financial management, and communication skills, with a commitment to enhancing the well-being of individuals and families within the community.

                         

ORGANIZATIONAL RELATIONSHIPS:

  • The Director reports directly to the Senior Operations Officer (Social and Community Services).
  • Maintains contact with other Blood Tribe Administration Departments as related to FCSS programs and services.

MAJOR DUTIES AND RESPONSIBILITIES:           

  • Performs all duties and responsibilities in accordance with the Blood Tribe Administration Policies and Procedures and the Family and Community Support Services Operations Manual.
  • Supervises and monitors all programs offered through the Family and Community Support Services Department, including FCSS Administration, Programs, Food Bank, Day Care Programs and Head Start Programs and Moses Lake Shelter to ensure that these programs are managed efficiently and effectively and meet the needs of the community.
  • Works with the Senior Executive Officer, Senior Operations Office and the Senior Finance Officer to develop and update budgets, policies and procedures for the Family and Community Support Services Department.
  • Prepares annual budgets for each of the FCSS programs, including objectives, detailed work plans, and cash flow statements, with the respective staff members and ensures that these budgets are adhered to strictly.
  • Participates in the ongoing development of short-term and long-term goals and objectives for the department.
  • Reviews and prepares proposals and grants for submission under all programs and assesses their abilities to compliment community needs.
  • Schedules regular meetings with the FCSS staff.
  • Assists in the daily duties of FCSS staff members by advising on decisions or assisting clients when the appropriate employee is unavailable.
  • Serves as the Blood Tribe’s contact person for external agencies such as FCSS Regional Office and Chief and Council.
  • Negotiates for funding from external agencies such as Indigenous Services Canada and the Provincial Government.
  • Ensures that all employees of the Family and Community Support Services Department follow the Family and Community Support Services Operations manual.
  • Undertakes regular employee performance appraisal for subordinate employees.
  • Hires, disciplines, and dismisses subordinate employees in consultation with the Human Resource Director.
  • Informs the Human Resource Director of any changes to the job descriptions of subordinate employees.
  • Assists with and delegates responsibilities for organizing staff development workshops.  
  • Attends directors, staff, program and interagency meetings, training workshops and joint meetings with other departments as required.
  • Prepares monthly reports and annual reports regarding various aspects of the Family and Community Support Services Department for submission to the Senior Operations Officer and, if required, for presentation to Chief and Council.
  • Informs Chief and Council of FCSS Department activities during new Council orientation.
  • Any other duties as requested.

 

NECESSARY KNOWLEDGE, ABILITIES AND SKILLS:

 

  • Demonstrated leadership ability with strong supervisory, administrative, and organizational skills.
  • Ability to develop, implement, and evaluate programs, policies, procedures, and strategic initiatives that support community needs and departmental goals.
  • Strong financial management skills, including budgeting, financial reporting, funding allocation, and knowledge of basic accounting principles.
  • Excellent problem-solving, critical thinking, and decision-making abilities with a proactive and innovative approach.
  • Experience with proposal and grant writing.  
  • Ability to work independently while effectively managing multiple priorities, deadlines, and responsibilities in a fast-paced environment.
  • Strong interpersonal, counselling, conflict resolution, and active listening skills with the ability to build trust and maintain positive working relationships.
  • Ability to effectively manage sensitive situations and work professionally with diverse and vulnerable clientele.
  • Excellent verbal, written, and presentation communication skills, including the ability to prepare reports, proposals, correspondence, and program evaluations.
  • Strong team-building and staff development skills with the ability to motivate, mentor, and support employees and program managers.
  • Knowledge and understanding of community-based programming, family and social support services, and program delivery practices.
  • Ability to establish and maintain collaborative relationships with community members, leadership, partner organizations, government agencies, and external stakeholders.
  • Proficiency in current computer software applications, database systems, and office technology.
  • Ability to maintain a high level of confidentiality, professionalism, and ethical conduct when handling sensitive information.
  • Knowledge of relevant legislation, policies, procedures, and best practices related to social and community services.
  • Strong understanding of Blackfoot culture, traditions, values, and community issues.
  • Ability to communicate effectively in Blackfoot is considered a strong asset.
  • Willingness and ability to work flexible hours, including evenings and weekends, as required.

Qualifications

NECESSARY TRAINING AND EXPERIENCE:

 

  • Must possess a Bachelor’s Degree in Social Work, or Human Services, Community Development or Business Administration with a minimum of 5 years of progressive management experience in community-based programs, family services, social services, or a related field.
  • A combination of relevant education, training, and extensive experience may be considered.
  • Experience in program development, budget management, staff supervision, and strategic planning is required.
  • Experience working with Indigenous communities and knowledge of Blackfoot culture, traditions, and language is preferred.
  • Ability to communicate effectively in Blackfoot is considered an asset.
  • Valid Class 5 Driver’s License and reliable transportation may be required.
  • Must submit an updated Criminal Record Check and Vulnerable Sector Check.
